plate exist

I happen to renew my license and registration for one of my bike, and found out that my license plates is registered to another person. I know my plates are authentic, and i have exclusive rights on it. i know the other one is talahib a fake registration for a stolen vehicle sold to an unlucky guy, and the delay it caused me is a bummer. i could have used it supposedly, oh well.
